The forums have not been down during the maintenance - been able to log into them all day.

Logins were shut off. I wasn't able to log in or post until just recently.

I was not able to log into the forums until just now. And based on the message times up until now, I'd guess they haven't "been up all day".

Forums that are up with no login possible seems to me to be almost like the forums being down....

Yes the forums were visible, but logins were turned off. There was a chance that if you were already logged into the forums, you would have remained so until your session expired, but that should have been a rare case.
