I too am only getting the option to move to EU servers. I'm currently on Brandy, in fact all my characters are on US servers.

I managed to skip the part that says, "With the patch that has gone live this morning, we have made transfers available to players moving between the following worlds. We will be starting with opening the remaining EU world transfers this morning and then will move to remaining US worlds this afternoon." (This afternoon...)

There are other issues, because characters IDs are different for each server (the first bytes of the ID represent the server)

I don't know anything specific about this, got my information from this quote:

Sadly we do not see cross region transfers ever being a thing that we can offer. This is due to the original regions being set up in two different account systems, which allowed duplicate character IDs to be created. The transfer of a character to a world on which it might share an ID with another character can result in the loss of all character data. This is not a situation we want to see happen, especially to some of the oldest characters on the servers.
