Lets say you kill an enemy with 3 ballads on and leave combat. There will be a 9 second countdown before the ballads drop.
If you use cry of the chorus while this countdown is on you won't refresh the ballads : D

Basically just wait for the ballads to drop and then use it. As for BBs you need to be in combat if you want to maintain them *shrug*.
