That would be the helmet rewarded from the Osgiliath Dome Armor boxes for medium armor classes.

Back: Cloak of the Inn League (Requires kindred Standing with the Inn League)

Hands: Extravagant Festival Gloves (From the Yule Festival)

Feet: Tursur-lhopan (Instance drop The Foundry Tier 2, level 75 or quest rewards in dunland and Lalia's Market, all are same exact design)

And as for that staff, you'll have to be more specific. Too many with that name

One sword is Avorchrist, which is bartered from Istuigon at Iorlen's Camp near The Rift of Nûrz Ghâshu. I think it needs the fire-quartz from the Rift.

The other is a level 60 1st Age sword that you can pick up from most legendary item traders in Bree-town near the pony or from the 21st Hall next to the vault.

I'm actually working on a cosmetic weapons project and drafted a blog entry for those today!

Some addition to the great staff compilation:
dropped versions of lvl 90 and 95 LI staff have the same appearance as every staff drop since lvl 66. The special appearanes are only available at the relicmaster.

"Misremembered Wizard's Staff - Bartered from Celegdes outside the Tinnudir Keep
Carved Lebethron Staff - Crafted from the recipe of the same name.
Eruis - Reward from the Epic quest 1.6.5"
The eglain staff has the same appearance, I think.

Lvl 100 crafted 1st age staff: crafted 2nd agers have the same appearance, maybe crafted 3rd agers too.

"Staff of Vigor, level 74 - Best farmed in The Great River
Blessed Staff of the Mountains, level 54 - Best farmed in the earlier areas of Moria"

This should be your staff. If you haven't done this quest yet, you will get your staff there without counting on any dropluck.

Thank you very much for that information! I'll see that gets updated. I was wondering if those 90 and 95 TA staves actually dropped from the landscape. One of my followers said they did, but I've never seen them anywhere other than at the Relic-masters.
