Is there some reason the inner flame imbued legacy got nerfed? On live it's 174% and on BR it's 49%. Why continue work on a system that's on its way out the door, and why inner flame of of all legacies? Maybe I'm missing something, because I recall inner flame being one of the LM's weakest skills; if anything, it needed a substantial buff.
Aside from that, I would mention that the staff strike tracery does not work and the armour debuff potency tracery isn't giving the correct value. I'm sure there's other stuff, but that's what I've found so far.

I thought the excuse for not allowing us to apply stacks of scrolls on current LIs was that they would fix it with the revamp, I guess not?
This should be a pretty trivial engineering change, I don't understand why little things that would be HUGE QoL improvements always get overlooked.

New LI system is a joke! Why not just fix the existing system and not replace it with one that is trash!
The old system could be fixed easily just by scaling base DPS and repairing the broken stat legacies and adding 2 additional legacies slots,
with 9 legacy slots there you can have all that is needed on 1 set of LIs and no need for additional LIs to swap during combat.
Stop the combat swapping and balancing would be much easier plus much easier on the player not having to grind for additional LIs
This new LI system is the equivalent to crapping your pants then changing your shirt!

I really like the brawler concept and animations. Although a lot of the skills have yet to be fleshed out and implemented, it definitely needs a self-heal or other regeneration skill with a mug chugging animation (reminiscent of ole' Popeye downing some spinach).
I really don't like the window you use to view the new LIs. It is so much smaller, inelegant, and impractical compared to the old LI box. Perhaps you can find a way to create a more spread-out horizontal type box that would display the information in a format that is easier to see and make sense of.
I really don't understand the point of switching to a new type of LI if its going to have the problems that were among the biggest complaints about the old system. If we have to drag and drop over 1,000 items in the new system (500+ per LI) as well as click on a confirm dialog box for each one, this is going to be much more of a hassle than the current system. And I have no idea if that is intended to be a one-time process or whether you have to do the 1K transactions each time you reforge at a new level cap. Maybe I just misunderstand the system that is being planned. I can't believe you would seriously exacerbate this longstanding complaint intentionally. (beat them until morale improves!)
I do like the idea of having the same LIs follow you from level 50 to level cap. I realize this is a work in progress so I hope you are able to implement some of the feedback you're getting and truly make a new system that meets the approval of a large segment of the player base. At the same time, I know its important to enhance the devs ability to balance classes as well as bring in income. I imagine that is a highly delicate balancing act and I wish you the best of luck in continuing to improve the game that myself and many others truly love.
I don't know how SSG will replace current LI system with the new one. However, I hope the new LIs will keep the current legendary weapons' amazing appearance.
The legendary weapons of 2nd and 1st age from lv51-60 in Moria region (instance drops and bartering) and the crafted ones at lv85 and lv95 are really good for cosmetic.
Hence, I hope SSG can somehow maintain that nice feature of the current legendary weapons.

Apart from the fact that the new system is essentially the same system we have now with a few modifications, and the fact that the new grind may or may not be the same, depending on the available scripts and runes, I have to wonder as to the extent of the work that has been done on every single quest from Moria and forward.
Let me explain.
Almost every quest that was offering item xp will now have to give scripts? runes? both?
There will be barterers for the traceries in every new area? will they be drops from the instances depending on level? Are we talking about new loot tables for every instance from Moria until Gudabad?
How are you going to keep the 2 systems alive at the same time? After seeing what you plan to implement I am very strongly in favor with those that want the old system completely scrapped in order to keep things simple, even if I don't appreciate the new system!
So many secondary things that need to be implemented/changed with the introduction of a system that affects every single level from 60 to cap, along with quests from those levels, loot tables, barter npcs, rewards from rep npcs, etc. and lets face it, you don't have a good track record concerning bugs and their fixes cough*guardianbelts*cough!

QuickSlotActiveAnimations in Options, the Simple Version for how an Active Skill is highlighted gives far better performance even when fighting a Training Dummy in the Eyes & Guard Tavern Crafting Hall.

It is very noticeable once you switch this setting and the Brawler Class even in its Early Preview state is much more fluid with its Skills when using Simple than with the Default Quickslot Active Animation.
All Classes are being affected by such even when you move to an area where the E&G Lag has less affect on the Bullroarer Server.

Edit: Equipping new armour still does not show them.

I've been pondering that myself. At first, I said to myself "Well they could just as easily tack on the conversion of items onto the Motes/Ember guy. We have one of those in every location anyways." Then I thought, "Well they have a mission stable that can send people to a location in a higher-level zone. Perhaps they will include some sort of secret library in Gundabad, that looks something like that on Bullroarer, with all the barterers."
My third thought was, "How exactly are they going to reward them if we need more material, especially at the lower levels? Don't tell me that this new Battlepass system is going to be some sort of weekly reward thing we get similar to the weekly rewards of the mission system? We will have to report to some guy and get a weekly to perform certain tasks for runes?"
But without knowing how the legendary reagents will convert, how our old legendary equipment will convert, and how the new items will be given out, there is no telling what will eventually happen with the information we have available to us right now.

Generally I feel like new LI's are going into right direction. However this is what worries me a lot.
We have 4 tiers of traciers and then we have matching enhancement runes. I'm afraid that we are gonna get hard grind with this.
Yellow = Landscape
Purple = low tier instances
Teal = Higher tier instances
Gold = Highest tier instances
Any of the enhancement runes currently works for example gold traciers, but it's most likely bug and in future you need matching rune. I read that you need 49 enhancement runes per tracier, I feel that it's way too much and it creates grind fest what this system promised to fix unless enhancement runes are something what drops like a candies everywhere.
Then there is this Word of Mastery traciers Max level restriction. SSG clearly wants us to start from bottom when we go past X lvl. In this situation it's 140. What happens when you go over that Max level? Does all traciers suddenly become non-effective? That is huge nerf to your dps suddenly when you are leveling.
And last consern what I have is that when you use enhancement runes to traciers, then unslot them, all used enhancement runes are lost.
Game should not be based to who have best weapon swapping rotation like it currently is. Yes weapon swapping has been available forever but it has recently become so important that groups who doesn't do it, cannot complete higher tier raids.
You can argue that everyone can do it, but it's never ment to be a thing everyone SHOULD be doing. There is no introduction to weapon swapping. And things do change over time. There was time when armour swapping was a thing and some 3-mans was done so that everyone stacked morale gear at start and when you lost morale, you just swapped more and more dps gear.
If you are unhappy that toy is taken away from you, then just leave and go play some other game. Champ will also be fine like every classes when things are balanced. All this changes are made so over game balance and class balance becomes more easy.
The new system requiring time spent on altering quest rewards, new issues to not be fixed etc favors scrapping the new system and fixing existing LI issues imo. Second best imo would be running both so players can choose which system suits. The old system was universal while the new system appears to be designed for raiders unless all items can be acquired without grinding instances and raids or running out of years of life if don't do this. There are many of us who echo Fegefluer's post and will opt out if this goes forward. I recall a post called something like SSG is fleecing raiders. Given the crazy numbers of scrolls needed and the MC costs someone ss looks like the new design to me.
Okay, so the orange drops will come from T3+ raids, then put on AH for ~9990 gold - so, goodbye now-maxed legacy.
I thought the raids would provide for something like current runes and titles, but skills?
So be it, I guess we can do nothing about it and inferior players will have to stick to inferior versions of skill boosts (at least it's only a game and under-achievement of not being able to get the best out of your weapon should not be taken seriously by adult people) But it won't force people into T3 raids. If you can't do it now, you won't be able still.
As for level gating, does that mean you HAVE TO constantly get new essences while you're leveling? Meaning, you got a weapon in Moria, then you desperately want to skip Rohan and so just do festivals and missions, and at some point even a small boost to your skills goes away?
Unfair.
I really don't like the concept of max-level-gating anything in Lotro. The character level should not be strictly tied to what gear you can use, better if you just encountered better armour/weapons and naturally replaced them.

What will happen to the relicts? They just seem to be gone for good. What about Relict smiths? Not that they are outdated since Mordor and no development to Level 11/12/13 relict-tiers, but now quest achievements (mainly in Moria) are just worthless. A system of the game that has been quite good designed and now on the plank abaout to die. And what about the Relict-Boxes from The War of the three peaks collectors and ultimate bundle?
And what about the EP-Bubbles for the former LI system??
Many open questions on how a transfer will be possible.
Before I was thinking how stupid this new system is in comparison with old system and just giving as perspective.

This LI revamp is basically the opportunity for SSG to make a system even more "profitable" and P2W as the previous one. In the previous one even soloers could max the weapons. But now if they make higher runes to drop on high tier content, then the only people who can max are endgamers and P2W. I'm not against endgamers having the right to max but removing soloers/casuals and enforcing P2W if you want to max and you are not raider is just amazing. It's even P2W for raiders because you can either farm high tier raid or just P2W
GJ SSG, you managed to convert an old P2W into something even more P2W, and much more expensive. It seems the only reason that you require over a thousand enhancements is just to sell more mithril, because even if you drop these enhancements in stacks of 50, people can still pay the outrageous amount of mithri to max, and non raiders who want to max will have to pay yes or yes.

What will happen to relicts that come with Mordor or Morgul expansion? Will the new tracery items be craftable e.g. at a relict smith?
What will happen with the imbued weapons that are part of AoV? Will unused Valar boxes (120) provide the new weapons + items to level those instead?
