Not a lie, or even a mistake, because they are just relaying the "history" of the name of the city. They do not say anywhere that elves dwelt there, (that was my mistaken assumption) so you are right.The Hobbits called Fornost the "King’s Norbury," a translation of the city’s formal Elvish title of Fornost Erain (literally, "northern fortress of kings").

1) Elves lead by Galadriel and Celeborn dwelt here for a time, as was the fallen North-kingdom. The Hobbits went up the (Green)way to the aid of Fornost.
2) Evendim is Hobbitish for dusk (Nenuial meaning Lake Twilight)
3) Arthedain was first defeated by Angmar at Fornost, then Gondorians and Elves defeated the Witch-king
