What's the lowest below a quest you can pick it up? Could you pick up a level 100 quest at 90? 95? Etc.

Typically 5 levels below the level of a quest. So a level 65 quest can be picked up starting at level 60, etc.
There are some exceptions, especially among the lowest level quests, but also a few higher-level quests that can't be done until you are at the level of the quest.
