As you'll note from what you posted the
modern definition of an engineer in this context is someone who applies scientific knowledge - not something that was a thing in olden times. You didn't trouble yourself to address the point I just made about that, or apparently consider for even a second that a lack of a theory of structures means you can't engineer them, as such, just build them according to what you've learned about what works without really knowing why it does.
