Yes thats how it works. At level 140 1,684,000 Tactical Mastery will give you 200% which is the cap. Anything over 1,684,000 will be lost. The 200% can still be increased by skills, traits, set bonuses, etc. Because of that it's the best to look at the absolute number (1,684,000) when gearing up.

Question though, does the restriction apply to Traceries used on Legendary Items, or perhaps do the Traceries continue to add stats beyond the cap?
