Are you using any LotRO plugins?
Lotropad, Bevy o' Bars, Buffbars. Though I'm pretty sure I've experienced this without plugins.
Do you typically play full-screen, fake full-screen, or windowed?
Windowed Full-screen.
Do you frequently switch away from the LotRO process to work in other windows?
Sometimes, usually to Discord.
What are the mouse name and drivers as reported from dxdiag.exe? (please do not post a full dxdiag export)
Logitech 'Gaming Mouse G502' with latest drivers.
Any other patterns you have observed about your behaviour just before the bug starts occurring.
Only happens to me when opening mail, usually from the Auction House (Open mail, detaching item/gold - repeat)
I don't know if Silorien / Tybur are still interested in this issue, but here is a way I found to reliably reproduce the problem, on my setup.
Note that although my method uses a plugin, that doesn't necessarily mean the same offending code can't be reached in other (non-plugin) ways.

I have been getting this as well, at first it drove me crazy. I thought I had unbound it and tried to rebind it to mouse scroll and this didnt work, then I thought I must of hit some unknown hotkey to disable mouse scrolling.
After 10 years, fix it, it's been around that long.
Thank you for posting a reliable repro; I'll try to give this some attention again soon. We were unable to reproduce this internally, even after purchasing a bunch of test mice and extensive testing with the mail and auction hall panels. I read on an external forum (I don't remember where) that the problem was isolated to plugins, but have not had an opportunity to determine what is causing the problem.

IIRC it happens when you have more than few new messages in your ingame mailbox - when you scroll down the list with mouse scrollwheel for some reason the focus just stays there until restart even when you close the mail window.
The bottom line - never use your mousewheel to scroll down or up in your inbox to evade this issue. Funny though, because this bug is there there for like ages already![]()
Hmm, I routinely scroll with my mouse wheel, since I often have a long mail list. I have never seen this issue; so, at least for me even when scrolling through seems to be one cause, there is more to this story than meets the eye. That may be why SSG's team have had such an issue reproducing this bug. I do want to see this fixed, if possible.

We old vets need to keep in mind those who come after us.
This is now fixed in the current Bullroarer build (32-bit client).
If you're using the 64-bit client, plugins aren't currently supported, so I'm not sure if Silorien's fix is included or not. One of you guys who can easily reproduce the issue by scrolling the mail window should try it out.
