Of course, there are other heavy boots that are very similar to the Shield-master's Boots. Tier 6 crafted heavy boots work nicely - for instance, [armour]High Officer's Boots[/armour].
Here I substituted them into the Gondorian Captain/Knight outfit, along with the Ost Dunhoth Rune-keeper helm (specifically, the [armour]Lesser Mark of the West Hat[/armour]).

the shoulders clip the wide sleeves of the robe a little in the back, but not too bad.

this outfit is a result of my attempt to create outfit using Rift armour (newly available in its cosmetic version from skirmish cosmetics vendor) and also a matching outfit for Reveller's Gilded steed. in both cases I wanted to avoid superficial combinations of pieces which obviously go together well, but everybody would use them the same way. I hope the result is not too "noisy" in the end...

This is one of my cappy's current outfits, which was inspired by Eldacarion's citidal armour look, but with a couple adjustments.
(this one I had to edit a bit to get the contrast to match what I took in game compared to how it turned out)
Anyway, besides whats been included in Eldacarion's outfit, my additions are as follows.
Shoulders: Hyrde-axle dyed white.
Helm: Cry of the West Helmet dyed white.
Boots: Cry of the West Boots dyed white.
Cloak: Defender's Cloak dyed white.
Also, I need a better monitor so that my screenshots turn out as good as they look when I take them in game![]()

The easiest Hood is the Traveller's Hood from the Lotro Store, but it doesn't have a mask.
The easiest Hood & Mask is the Makeshift Ranger Mask, you get it with Marks from the Skirmish Cosmetics vendor, but it's super ugly and I don't recommend it.
The first really good mask comes from Northmen Medallions, you have to be level 65 or higher to grind those instances, and you need lots and lots of medallions.
The next good hood & mask comes from the Epic Story Volume III, book 5. You don't get there until at least level 70.
Another nice Hood, similar to the Traveller's Hood from the store is the Hood of Night, available for Marks at the Skirmsh vendor under "Halls of Night".
http://lotro.northshield.co.uk/ always was a great source - the store decos you can browse and try on in wardrobe. The best-looking hoodies are highish-level barters (65 and takes some grind as I recall) from Enedwaith, sady. They dye really well and they don't get too much clipping.

The easiest one you're going to be able to get it the Makeshift Ranger's Mask at the skirmish cosmetic vendor. There's also the burglar's Rift helm which you can check out. I think it's called the Thrillseeker's Helm. It's also available throught the same vendor.
Other hooded/mask pieces you're seeing are likely the burglar's helm from the Ost Dunoth raid which takes Medallions of the North Men which you won't be getting until you're 65. There's also a cosmetic reward from the epic quest line in Dunland, but again, you're going to have to be progressing through a lvl 65-75 area.

There is a solo quest, that you can take at Harndirion, asking to kill 100 undead in Ost Dunoth (that can be done outside the instance) giving each time 20 medallions of the North.
That quest is repeatable daily. And you can do it by killing some of the undead outside of the instance (one hour and lot of patience) you will have to repeat that each days to gain the 120 or 90 medallions needed.
There is of course the raid group, in which you can earn if you succeed at least 100+ medallions and also complete the daily quest in it. But even if this is a 65 instance, be prepared for some hard fight.

You can also do the 3-man instances Stoneheight and North Cotton Farm for those medallions. My lvl 75 champ soloed t1 very easily. You'll also get some ixp and relics out of it.
As for the cloak, I can only think of Randirchol (drops from the mistress in DN) but it has a hood. I know I've seen the style elsewhere, but can't remember. :/
