I would take what they say with a grain of salt. They are still reporting that scalable dungeons will include, not just level, but group size as well. Something that Berephon and Sapience have denied.
It's amazing how a credible media source can get away with repeated falsities.

Of course that is the approach all of these things take, especially when details are wanting.
But it's still annoying when they first report dungeon group size scaling, to have it denied repeatedly on the forums, just for them to post another news article saying that it's in.
Very frustrating from a communication standpoint. Perhaps not as much for the forum posters, but the playerbase at large. The average player who doesn't engage in forum debates may simply read the news and say 'hey, we can get solo raids' when this was never communicated.

And yet the blue posts from yesterday stated very clearly (Sapience made it very clear) that they are only introducing level, not group size scaling.
Thus it is erroneous information.

I don't care that raid are not going to be soloable, but I still hope Turbine will make these raids more accessible to normal group (normal for me is 3-6 players). I don't have the time to sit for 2 hours and hope that we can find 12-24 persons for this and if it's just for cosmetic, then lol, what's the point. I can already run these dungeons/raids for cosmetic or housing trophy if I want... I already did for Fornost, Tomb of Elendil and Garth Agawen.

They are being intentionally oblique. How many times have they said one thing (which may have been true AT THE TIME*), and then something different happened later? They do not want to have to fall back on that cliche when clearly the other outcome is possible.
They probably do not want solo instances, but they obviously do not want to rule out the possibility. What difference could it make at this time? Chill and wait. We might not have them to start, but then they get added later. Or not. Or both.

Its a raid...not a 6 man. pretty simple...they would have to spend tons of time making the rift a 6 man. (its possible now but not for a regular group) That would take way to much time to rework it for lvl and number of people...not like they just change the number of mobs lol

Oh boy, I can't wait to kill 360 enedwaith spiders and run 24 man helegrad 20 times to get some great cosmetic gear. I sure will look good when I run around enedwaith bored from lack of endgame.
Maybe, just maybe they'll put in a new horse that you have to grind and grind and grind to get (that's exactly the same as the one you already have except it has pink ribbons on its tail this time).
And maybe they can revamp the old forest again. I still think its needs to be the priority with the next update.

Gameplay mechanics are vastly different now. Doing it at 50 post-SoM is a quite different experience.
Also I don't see the LOS exploit as justification for a possible duo in scalable dungeons. It's an exploit for a reason.
If, however, you can 2-man Undunion without the exploit, on-level, then maybe we have something to talk about in that specific instance.

What I took from the massively article in regards to group size was not so much that we can set a group size (like in Skirmishes), but that you can set the level to the lowest possible for a given non-raid instance (let's say Great Barrows, which would be around 20-ish?), then solo it with a much higher level character... just as we do now. That way you could get nice cosmetic gear, as was said in the article, but nothing of real worth.
In other words, you could set the non-raid instance to it's lowest level for soloing fun, or to a higher level for group play with level-appropriate rewards. I don't see why this is an issue for anyone, seems like a win-win to me, especially since raids are specifically not included in this solo ability.
